Titanium dioxide is a white pigment used to increase brightness and opacity in some foods, supplements, cosmetics, and other products. In food manufacturing, it has primarily been used as a color additive rather than as a preservative.

What Does Titanium Dioxide Do in Food?

Titanium dioxide, also called TiO2, is used to make products appear whiter, brighter, or more opaque. In gummies and confectionery products, a colorant may be used to create a lighter base, reduce transparency, or change the appearance of finished pieces.

Titanium dioxide should not be treated as a shelf-life ingredient. Product stability depends on the full formulation, water activity, pH, packaging, sanitation, storage conditions, and other process controls.

Is Titanium Dioxide Allowed in the United States?

Under current U.S. federal regulations, titanium dioxide is listed as a color additive that may be used in foods generally, subject to specified requirements. The amount cannot exceed 1% by weight of the food, and additional restrictions may apply to certain standardized foods.

Manufacturers should also confirm ingredient-statement, state, customer, retailer, and product-category requirements before using it. A federally permitted use does not eliminate the need to review all rules that apply to a particular product.

What Is the European Union Position?

The European Food Safety Authority concluded in 2021 that titanium dioxide, identified as E171, could no longer be considered safe as a food additive because concerns about genotoxicity could not be ruled out. The European Union subsequently removed its authorization for use as a food additive.

A formula intended for both U.S. and EU distribution may therefore require different ingredients or a market-compatible alternative.

Why Regulations Differ

Regulatory agencies can review the same ingredient under different legal standards, evidence frameworks, and precautionary approaches. This does not make broad statements such as “safe everywhere” or “banned everywhere” accurate.

Manufacturers should verify the rules for every intended sales market and should not rely on an old article, supplier claim, or another brand’s ingredient list as legal guidance.

Alternatives for White or Opaque Gummies

Depending on the formulation and target market, manufacturers may consider other permitted color systems or create opacity through the base formulation. The right option depends on the desired appearance, flavor, texture, processing temperature, pH, ingredient compatibility, label goals, and local regulations.

Any replacement should be tested in the actual recipe because color performance can change during heating, depositing, curing, coating, and storage.

Questions to Review Before Production

  • Where will the finished product be manufactured and sold?
  • Is the ingredient permitted for that product category and market?
  • Are there concentration limits or special labeling requirements?
  • Do retailers, distributors, or customers prohibit the ingredient?
  • Will the color remain stable in the final formulation and package?
  • Has the supplier provided current specifications and supporting documentation?

Titanium dioxide can provide whiteness and opacity, but it should be evaluated as a regulated color additive—not as a preservative or a universal formulation solution. Before using it, confirm current requirements with a qualified regulatory or legal professional and document the ingredient source, specification, usage level, intended markets, and labeling decision.
